The vocational discipline of Education and Murdoch University have been partners since the University’s foundation in 1975. The University was formed by an Act of Parliament on 29th June 1973, creating the state’s second university, and Primary School Education was one of the first disciplines taught. The naming of the University after Sir Walter Murdoch gave rise to his famous quote “It had better be a good one”.
Since then both the University and Education generally have moved with the political tides from an era of social emphasis to an era of economic rationalism. Conceived as the alternative university, Murdoch's social emphasis became known as the ‘Murdoch ethos’. The University is now one of Australia ’s leading universities. The vocational discipline of Education has grown from the initial primary education to include early childhood, secondary and tertiary education.
This display attempts to feature the changes in government policy affecting education over the thirty year period from 1975. The books focus mainly on federal policies. Several major reports stand out as influential over the three decades. Those below are highlighted as an example from each decade.
The Karmel Report on Schools in Australia in 1973 led to the formation of the Commonwealth Schools Commission which administered government funding until its demise in 1987. Principles of the report were equality, diversity and devolution.
The Karmel Report on The Quality of Education 1985 reflected the increased involvement of government in the direct funding of schooling. The 1980’s ushered in an era of economic rationalism and the Hawke government’s administrative reforms.
The Finn report on young people’s participation in post compulsory education and training in 1991 preceded a number of reports focusing on education and the market place. Key competencies were defined in the reports over this era.
The National Report on Schooling in Australia 2003 focuses on benchmarks in reading, writing and numeracy. In this era the concern is on quality control.
